Dirk - I installed your test package.  SAS does not run when I send
M-x SAS.  I get the following messages:

Type C-h m for help on ESS version 5.3.8
Cannot read history file /home/dsteele/.SAShistory
trying to (re)start process SAS for language SAS ...
ess-start-process-specific: No ESS processes running; not yet
implemented to start (SAS,SAS)

FWIW, my (working) setup...

svn checkout https://svn.r-project.org/ESS/trunk ess-svn
~/ess-svn/etc$
chmod ugo+rx ess-sas-sh-command
(load "/home/dsteele/ess-svn/lisp/ess-site.el") added to .emacs

I skipped step 7 in:
