[ESS-bugs] Permission denied bug in 13.09

Something must be wrong with our ESS installation.  But that means
all of my 13.09 testing was for naught!!!  This is really
weird.  This is coming from ess-tracebug.el right?  Which function
should I be looking at to try to figure this out?  Thanks
