[ESS-bugs] ess-roxy minor mode turned on for all ESS modes

The problem appears to be on line 463 of ess-site.el where
ess-roxy-mode is added to ess-mode-hook.  That's not the
right place for it.  But, what is the right place?  Why is
there no R-mode-hook?
