[ESS-bugs] ess-roxy minor mode turned on for all ESS modes

I'm going on vacation in the next couple of minutes for a week.  So,
I don't have time to fix this (or really want to).  But, here's a bug
report.  The ess-roxy minor mode is turned on for nearly every mode!
That includes ESS[SAS], ESS[Stata], etc.  I suppose this is pretty
harmless, but it definitely should not be the default.  If somebody
wants it available in ESS[SAS], then they should turn it on themselves.
Oddly, it is not on by default in ESS[JAGS] which might help you debug
this (or not).
