[ESS-bugs] Alt+; pressed twice does not uncomment the block in SAS mode

comment-region does the same scramble as M-;, probably
M-; calls comment region.  uncomment-region removes the first *,
and only the first *, on a region of several lines of
either "* xxxx ;" or "/* xxxx */" comments.
