I'm running 21.4.16. When I do "xemacs -q", I do not have any
variable called enable-multibyte-characters, and I don't get the ISO8,
so I'm purely ASCII here I guess.

It could be the way xemacs was compiled. I just used:
./configure '--prefix=/home/raid/bio/sje30/NOBACKUP/local'
but your install may have a config file that includes "--with-mule" or
similar?
Either way, your workardound in SVN works for me. best wishes,
