[ESS-bugs] ess-5.2.0 with NT based cygwin

Hi,

I think the short answer is that when I tried opening a SAS program I received
the error:  "wrong-type-argument stringp nil", and ESS wouldn't work at all. 
It was just as though I'd opened it in a normal Emacs buffer.  As far as I can
tell it wasn't being told what the cygwin shell was.
