[BioC] install tcltk

Hi,

I try to install tcltk for the package "qvalue".

I have already done as following:

sudo apt-get install tcl tk
sudo apt-get install tcl-dev tk-dev
sudo apt-get install r-cran-rcmdr

But
> capabilities()["tcltk"]
tcltk 
FALSE

It seems tcltk has not installed.

Any suggestions are welcome!
