[BioC] BSgenome.Mmulatta.UCSC

Hi Brian,

I just added BSgenome.Mmulatta.UCSC.rheMac3 to BioC 2.13 & 2.14.
Only the source package is available at the moment (can easily be
installed on Windows or Mac with biocLite(..., type="source") though).
