[BioC] affxparser and GCC 4.3

There has been problems compiling affxparser with GCC 4.3, these are  
now fixed in version 1.13.8 available from the development version of  
Bioconductor. This version can also safely be installed under the  
release version of Bioconductor using R-2.7.*

The problems are connected with changes in how GCC 4.3 includes header  
files.

Thanks to Herve Pages for reporting the problem and providing a  
suggested fix and to Mark Kimpel for following up on this and testing  
the fix.
