[BioC] biocLite script and R 2.3

Hi all,

A source package repository for the current *devel* version of Bioc is
now available and biocLite() has been fixed to make use of it.

So, if you want to use bleeding-edge development stuff, you can:

- install R 2.3.0 (unstable)
- use biocLite per normal instructions.
- let us know if you encounter difficulties.

NOTE: We will be working on making binaries available for Windows for
the devel tree, but we don't have that up and running yet.  ETA is end
of next week.
