[BioC] cannot install 1.6 Binaries from within 2.1.0a on Mac OS X 10.4

I noticed there was a similar problem in late May by another user. My  
problem seems related in that using the package installer, I get the  
following after selecting any of the packages for download

trying URL 'http://www.bioconductor.org/bin/macosx/2.1/PACKAGES'
Content type 'text/plain; charset=ISO-8859-1' length 11699 bytes
opened URL
==================================================
downloaded 11Kb

No download occurs..and regardless of package, its always 11kb

Is this bugged? If so, can I manually download the binaries?
