[BioC] Cannot find dotneato-config in RgraphViz

Version 2.2 of Graphviz will work.

Yesterday evening Michael Lawrence emailed me some patches to get
Rgraphviz to work for 2.4, although there appears to be some problems w/
the new layout mechanisms and certain graphs, so I will not check in the
2.4 compatability updates until that's resolved.
