Is it also in your PATH?  Try calling it:

   dotneato-config --version

As mentioned in the post you cited, you will also need to set
LD_LIBRARY_PATH to include the path where the graphviz libs are
installed. 

Note that Rgraphviz is not (yet) compatible with the latest graphviz
release of vrsion 2.4.  You need an earlier release.
