[BioC] Problem with latest win32 package installs

When did you do this - just now?  there was a problem a couple of days
ago, but I just checked the affy which is available on the site right
now and they don't seem to have this problem.

The root of the problem lies in the code from the specific packages (or
how R handles data with 'Rcmd install --build', depending on your
viewpoint).  For the last several months, we've been hand patching the R
that is used to build the Win32 packages - but sometimes this is not done
when R is updated there, so our goal is to root out the situations where
this happens in packages over the very near future and solve them at the
package level.
