[BioC] New packages in BioC

This is the first installmant of a new push to formally announce new
packages offered by Bioconductor (whether authored by Biocore members or
contributed by the outside community).  

Over the last week we've had three new packages appear in BioC-devel for
the upcoming 1.4 release.  More information on all of these packages can
be found by going to the "Developmental Packages" section of the
Bioconductor website.

Package: EBarrays
Description: EBarrays provides tools for the analysis of replicated
             microarray data across multiple conditions.

Package: Icens
Description: Many functions for computing the NPMLE for censored and
             truncated data.
Author: R. Gentleman  and Alain Vandal .

Package: rama
Description: This package contains functions to estimate the expression
             levels of each gene of a microarray experiment.Robustness in
             the estimation is achieved by using an explicite
             t-distribution.
