[BioC] library(AnnBuilder) errors wrt package XML

Hello:
I have been trying to use AnnBuilder to create an annotation package for the
Drosgenome1 chip but have been unable to get past >library(AnnBuilder). At
first my error was not having package XML installed so I downloaded the
Win32 version from Omegahat and then used the "Install from local .zip file"
option in the Packages menu of RGui to install package XML. Or so I thought.
>library(AnnBuilder) now gives me the following error:
Error in dyn.load(x, as.logical(local), as.logical(now)) :
unable to load shared library
"C:/PROGRA~1/R/RW1090/library/XML/libs/XML.dll":
LoadLibrary failure: One of the library files needed to run this
application cannot be found.
Error in eval(expr, envir, enclos) : Package XML unavailable! XML can be
obtained from www.R-project.org CRAN
As far as I can tell XML.dll is right where the path says it should be. In a
similar vein >library(XML) also ends in an "unable to load shared library"
error. Does anyone have any ideas why the shared library can't be loaded (or
found)? This is all happening under R-1.9.0 running on a Win98 box.
