[BioC] Q-values [was: SAM in R and normalization question]

I've been debating about whether to contribute it to Bioconductor or to
CRAN.  What are the pros and cons of each?

As I see it, the q-value code is more general than gene expression, etc, so
it makes some sense to put it on CRAN.  (Why do we have two different
package repositories anyway?)
