It depends on if these are bug fixes/vital to package usage or not. If they are then you should push to both RELEASE_3_20 and devel.
If they are not and are enhancements/new features, then we would highly recommend to only push to the devel branch.
There is no master branch on Bioconductor anymore. The master branch has been renamed to devel.

I am addressing some issues with packages I have in Bioconductor, but I am
unsure which branch I should push the changes to now. Can I push to
