Just to close the loop on this - the conversation went off-line and was resolved. When the omabrowser server OS was changed from Ubuntu to CentOS the problems on the Windows builders went away.

I've contacted the OMA browser people to ask if anything has changed with their web interface in the recent months. For the time being please ignore the Windows error for OmaDB.
