[Bioc-devel] Package version numbers

Two things about package version numbers

a) Any update needs to be accompanied by an increase in version
number.  Note that if you've already changed the version number once in a
given day that you don't really need to do it again, due to the lag with
packages showing up on the web page.

b)  All packages for BioC 1.5 need to be verison # > 1.0.0
